Governor Miller, a rancher from Meade County, served on the House of Representatives from 1967 through 1986. In 1987 he became South Dakota's first full time Lieutenant Governor. He became governor after Governor George S. Mickelson's death in a plane crash in Dubuque, Iowa on April 19, 1993. The major issues during his governorship included the air service in South Dakota, education, state employee health insurance, the Rural Development Telecommunications Network, and the flood in eastern South Dakota in 1993.
