Governor Janklow served in the Marines from 1956 through 1959 before becoming an attorney in Mission, South Dakota. From 1975 through 1978 he was the Attorney General of South Dakota. In Governor Janklow's first term he dealt with such issues as the failing state-owned cement plant, a core railroad system in South Dakota, reorganization of state government, arranging an agreement with Energy Transportation Systems Incorporated, and bringing Citibank to South Dakota. He also proposed the change in the curriculum at the college in Springfield to a computer training curriculum and the college at Springfield was closed and reopened as a minimum security prison. He halted Canadian shipments of livestock and grain into South Dakota, and increased the recreation areas along the Missouri River. The state capitol building was also restored during his first administration. Major issues in his second term included dealing with the aftermath of the tornado in Spencer and wiring the schools for computers.
